                                                About the Administrative Procedure Act

The federal Administrative Procedure Act is a centerpiece of legislation that dates to the 1940s, though it has been amended and modified since then. The APA (and corresponding legislation on the state level) governs how public regulatory agencies – such as the Environmental Protection Agency, the Department of Labor, or the Social Security Administration – create the regulations and rules needed to administer public programs.

The intent of the APA is to provide the public with visibility about the rules that relate to public programs and to ensure that the public has a voice in the rule-making process.

At the federal government level, more than 50 agencies operate under the APA.
